Ice Maker: Kenmore Refrigerator Ice Maker Assembly WPW10715708

Issue: Ice maker is not making ice. Girlfriend states its been a while since it worked. The metal clip was not connected to turn the ice maker on or off to start.
Troubleshooting thus far:
-Turned down fridge and ice temps for 24 hours
-Cleaned freezer, removed ice maker and checked connections
-Checked the water line>not frozen and appears to have no water in it, no visible damage
-Cleaned valve area around the bottom of the fridge and inspected it, no physical damage
-Installed the ice maker switch/metal clip *this was not installed for some reason the last few months*, set to on for a few hours>no dice
The water line that feeds to the freezer seems to remain empty regardless of what the ice maker clip/switch is set to
Now from a troubleshooting perspective I wanted to figure out what to do next. I am torn between an issue with the ice maker itself or the valve that allows water to flow to the ice maker. The line appears completely empty of water thus perhaps the valve is defective but dosnt the ice maker send a signal to the device to allow the valve to open and flow water?
With that being said what is my next step? Take a multimeter to the connection pins @ the valve? What should i see voltage wise & should this voltage occur while the ice switch is on & off or only show power when the ice machine is set to on? If so that would help diagnose the issue.
Thanks for your time. I am not a fridge repair man but would love some ice for my drinks & am handy enough to follow instructions and troubleshoot.
